Phased Implementation Timeline

Enterprises must transition from unstructured formats (e.g., PDFs, emails, scans) to structured XML-based e-invoices, engage a mandatory Accredited Service Provider (ASP), enable PEPPOL interoperability, facilitate real-time FTA reporting, and ensure UAE-based data storage.

Non-compliance with Cabinet Decision No. 106 of 2025 incurs administrative penalties, including AED 5,000 per month (or part thereof) for failure to implement the system or appoint an ASP by the prescribed deadline; AED 100 per late or missing e-invoice (capped at AED 5,000 per month); and AED 1,000 per day for unreported system failures or data changes.
